sbom-with-licenses policy validation flags generated containers

When running the sbom-with-licenses policy for the Chainloop-related sboms, it flags generated containers as components with empty licenses. Since containers are an aggregation of components, and other components are reported, while not a false positive, this violation adds noise to the sbom verification.
