Deprecate Chocolatey.Server setup and configuration documentation

What New Or Updated Would You Like To See?

Chocolatey.Server is no longer a maintained or supported option for users to house Chocolatey packages. This documentation needs to be changed into a deprecation notice with reasoning and the setup and configuration steps need to be removed.

Why Is It Needed?

As an option that is no longer supported or maintained, we should prevent Chocolatey.Server from being used and provide guidance toward third-party repository solutions for Chocolatey package housing.
