[basic.life] Does implicit object creation reuse storage?

Implicit object creation behaves somehow like placement new-expression (see CWG2533). So it seems to me that implicit object creation can also reuse storage.

However, we haven't mentioned this in [basic.life]. Do we need some clarification? Should we clarify this editorially?

I think this should indeed be clarified. Since implicitly creating objects creates objects [intro.object]/1;11, I would expect it to reuse the storage. Furthermore, the operation is explicitly mentioned in [basic.life]/10, implies reusing storage and creating new objects is corelated.

After the lifetime of an object has ended and before the storage which the object occupied is reused or released, if a new object is created at the storage location which the original object occupied and the original object was transparently replaceable by the new object, a pointer that pointed to the original object, a reference that referred to the original object, or the name of the original object will automatically refer to the new object and, once the lifetime of the new object has started, can be used to manipulate the new object.

Maybe adding something like [basic.life]/13

Operations that create new objects within the storage occupied by an object X, are said to reuse the storage occupied by X.
Or something...?
