update-implementation-plan prompt tries to modify the tools list

Hi,
I find this extremely inconvenient when the tool sets are silently changed after running a prompt. It unchecked a lot of useful tools like creating or removing files and disabling all MCP servers.

It would be great if it does not modify the tools. Is there a reason to do so?

Could you raise an issue on the VS Code repo and this seems to be an issue with Copilot, or at least some ambiguity on how it's meant to work. The docs suggest that it should use tools that are "defined on the agent", which is what I assume you're doing when selecting tools
