Arguments not passed in pre-commit setup

In the following setup of .pre-commit-config.yaml

repos:
  - repo: https://github.com/gitleaks/gitleaks
    rev: v8.26.0
    hooks:
    - id: gitleaks
    - args: [--config=.gitleaks.toml]

I get the following warning / error
