[bug]: ChannelBackup has a lot of channels which already have been closed #10325

Bug Details & Steps to Reproduce
LND does not seem to reliably pickup the channel close and hence updating its multi-channelbackup file. Probably some race condition.
Expected Behavior
Purge all channels from the backup file which are already closed.
