`limactl restart` should accept options that changes the VM settings like `--set`

Shouldn't this be limctl edit --start --memory=16?

It feels like we are creating redundant functionality when edit can start a VM and restart can edit it. This is just confusing to users who will wonder what the differences are, or why there are multiple ways to do the same thing.

I know there are subtle differences (edit currently requires the instance to be stopped first), and I don't have a vision on how it should all end up, but we should have a discussion first before making this change.

I agree with @jandubois i don’t think adding this to restart is necessary users can simply use --start if needed. Alternatively, we could enhance edit with an optional --restart flag so it handles stopping and starting automatically, rather than relying on the user to stop the instance manually.
