Missing torch-mlir wheels for AArch64 #8

Looks like there are no public torch-mlir wheels for AArch64 ATM :(
torch-mlir wheels are downloaded from https://github.com/llvm/torch-mlir-release/releases/expanded_assets/dev-wheels, which belongs to https://github.com/llvm/torch-mlir-release. From README:
only linux and windows x86_64 builds are published
This is where lighthouse defines that dependency:

This is not strictly a lighthouse issue, but given that nobody else has noticed, I am reporting here.
This is most likely a TODO for myself, but I will be in transit for ~2 weeks. So, feel free to look into this if you have spare cycles.
