LLVMCAS plugin APIs

Design/upstream LLVMCAS plugin APIs to allow other CAS implementation to be plugged in behind ObjectStore and ActionCache APIs.

For candidate, we have both downstream C APIs and gRPC APIs available to plugin external CAS implementations.
