shovel: allow specifying consumer tags #14734

Is your feature request related to a problem? Please describe.
Currently there's no way to set the consumer tags in shovel. Sounds like a simple and useful enhancement.

Describe the solution you'd like
Probably just a new shovel property. There's src-consumer-args but consumer tags are not a consumer arg, so we probably need src-consumer-tags.
