Dockerize the Rails app

So far, running the Rails test suite requires having Ruby and Rails installed in the host environment. There should be a way to run the Rails test suite from a Docker environment instead. (The solution likely involves an alternate Dockerfile and either an alternate docker-compose.yml file or adding to the existing docker-compose.yml file.)

What's the procedure for using this development Docker setup? I don't see it in the setup instructions. Simply entering docker compose -f .devcontainer/docker-compose.yml up does not work, because I end up with the following error message:

service "rails-app" depends on undefined service "search": invalid compose project
