Add azure static adapter to packages

We currently support auto installing this through the auto adapter but it’s not listed in the packages page among the adapters

I know it used to be there because I sent geoffrich/svelte-adapter-azure-swa#206 to make it render properly. I'm not quite sure what happened to it, but I think we''d be open to a PR if you or @geoffrich want to send a PR to add it to the list
