[Documentation]: Move Tianocore wiki to an individual repo

This work is currently tracked into the edk2 repository since it is likely to span repositories and be particularly relevant to edk2 users.

This issue tracks the work agreed upon at UEFI Plugfest 2025 between community participants to make the EDK II wiki more maintainable. This means:

• Allowing anyone to easily contribute with pull requests
• Using pull requests to ensure all content is reviewed
• To support features such as GitHub releases and tags so wiki content can be associated with a stable tag
• Using GitHub features such as issues and discussions in the dedicated wiki repo to track bugs and requests specific to the wiki content

The repository markdown content will be published through GitHub Pages, so it is available as rendered markdown.
