How was fq installed?

I'm on windows, and I would like to use winget to install and update the fq utility

Hi, i'm not a windows or winget user myself but looking at how jq's winget manifests https://github.com/microsoft/winget-pkgs/tree/master/manifests/j/jqlang/jq it does not seem that complicated. Something you could help out with?
