Why:
Usually it takes a lot of effort and time to compile differet libararies on the MS Windows, even if you are succeed in the firt place. This become more cumbersome, if for any reason, your windows is currupted or need reinatall. You have literilly need to reinstall all the libararies again.
What:
This is Python 3.6 along with libararies which are most frequently used/ required in the Computer Vision, Machine Learning and Deep Learning.
How:
Download zip files from 001 to 004 (file limit is only 100MB, thats why split files), and Extract with any Zip supported decompressor software (windows has also built-in support).
Just extract it to Hard drive and browse the path to extracted folder in your favorite Python IDE. You can all set Windows Envirenment for access phython through command line.
