This pull request changes the compat entry for the CxxWrap package from 0.16 to 0.16, 0.17.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.

@ArseniyKholod Do you know if in general there is a reason why we shouldn't upgrade to CxxWrap v0.17 yet?

I potentially see this:

The binary parts of dependent packages need to be rebuilt against libcxxwrap-julia 0.14, which has a better way of adding STL functionality.

Or are we already at libcxxrwap-julia v0.14?

Sorry, I must have missed this. Currently we are at libcxxwrap 0.13.0. With the bump to openfhe-dev to 1.4.0 (once it's merged) we should be fine.
