In addition to the standard cached methods, this adds functionality for caching the RuntimeCache on the disk, loading at startup and dumping at shutdown.
Additionally, adds a method for closing the DB connection more cleanly:
AsyncSqliteDB.closeAlso improves the logic of the runtime mappings in the
RuntimeCache.TODO: release bittensor-drand.
