This should probably be step 4 and step 3 should be the diagnostics app. Even if it's just a placeholder now. Ideally there would be a nice tool to generate a development token - another function executor? But I understand we're pressed for time and I think we can ship what we have for now, this is already a significant improvement over the current template. So placeholder / reference to https://docs.powersync.com/tutorials/self-host/generate-dev-token is OK for now, unless you can think of a quick win here

I changed the Railway + PowerSync integration guide to include the new steps on how to get started and create a deployment.
TODO: Add the railway deployment Url once the template is published.
